The Abu Dhabi Water and Electricity Authority officially announced the list of companies eligible to participate in the competition to select a developer or coalition of developers which will acquire a maximum of 40% of the project company that will be established under the laws of the Emirate of Abu Dhabi and United Arab Emirates (UAE) with respect to Abu Dhabi Solar PV Complex with a capacity of 350 MW in Sweihan by IPP PV technology system. The Authority will own the remaining share of the project, either directly or indirectly.
It is worth mentioning that more than 90 companies responded to the authority request in the expressions of interest that has been published in both international and local press in mid-December 2015; 48 of the companies that have expressed interest in a qualifications statement based on "Request of Qualifications Statement "which was released on March 10, 2016. After a comprehensive review by ADWEA and ADWEC of all the qualifications data that have been received, the qualification of 34 companies (including local companies) based on the criteria used, have received the detailed "Request for Proposal. Among these 34 companies, there were eight companies that have been qualified on an independent basis or a coalition of companies being formed in advance, and therefore these companies provided their bids without the need to form a coalition with other eligible parties. The remaining 26 companies were qualified on a conditional basis, and have been notified by an official letter by ADWEC that they can join within 28 days, or form a coalition with other qualified companies, in accordance with specific and certain conditions to be considered as officially eligible companies to be allowed to bid. Based on the conditions and procedures specified by ADWEC on the formation of required coalitions between the qualified companies, the maximum number of bids that can be received is 15 bids. September 19, 2016 has been set as the date for bid submission as per "RFP". The project will include the development, finance, construction, operation and maintenance and ownership of a new renewable energy plant with a capacity of 350 MW of electricity, as well as its related infrastructure. The plant will be located in the eastern region of the Emirate of Abu Dhabi, near Sweihan area, about 120 km from Abu Dhabi city, near the high-pressure plant near Sweihan which will be linked to the station. The project will be structured as an independent producer project which will make use of the previous contractual IWPP model belonging to ADWEA.
H.E Mohamed Bin Jarsh, Managing Director of Abu Dhabi Water and Electricity company explained that the aim of the project is as follows:
- Reduce the amount of available gas because the produced photovoltaic energy reduces the need to import expensive gas.
- To achieve savings in the power and water sector once the plant begins production.
- The project will aid in the government efforts to diversify the energy sources and the use of renewable energy.
